Best gaming PC for $800 CAD

Hey guys I'm looking to build a PC for my friend who has a budget of $800 CAD including taxes. His only requirements are that the PC should be able to play games like Witcher 3 and Skyrim remastered when it comes out, at medium settings or above if possible.

The AMD RX 480 should perform way better than the 960, kind of like 970 or even better.

A cpu cooler is not needed. The I3 6100 comes with a stock cooler which is perfectly capable of cooling it under full load. Put the money elsewhere, like more ram, or better motherboard.

Thanks for the reply. He's already got a monitor and other stuff, but I should have mentioned that the OS has to be included in the price (Windows 10 Home). Will the RX 480 still be possible in the budget with the OS?

He doesn't have an optical drive so I'm thinking maybe installing Windows by USB. My friend is okay adding an extra $40 which helps. I put together this build with a GTX 960 instead of a RX 480, thoughts? And is a cpu cooler required?
