Cpu overheating after moving components to new case

So I moved my stuff from a Corsair 760t to a Phanteks primo case and my cpu idles at 60c in motherboard settings now. It used to max out at 60c before the move. I even cleaned both cpu and cpu block with some cpu cleaner and reapplied artic silver 5. In a small vertical line like it said for that cpu. I checked it after that and it was evenly applied on the cpu after it tried to overheat when i ran a simple game like Final Fantasy 14. I reset my bios and set my vcore at 1.26 cause if i went any lower pc would crash under load. So im curious if my cpu is going bad or something. Ive even reseated it in the mobo. Sorry about the poor grammar.

My specs:
I7 4790k 4ghz
Gskill 16gigs 1600hz
Asus Maximus VII
Had corsair h110gt as cpu cooler. Switched back to stock as i thought it was acting up. (It did help a little.)
1200 watt corsair psu
Two 980 ti Evga hybrids max out at like 55c
128gb Samsung Evo and a 750gb Evo
Also game at 4k.

Put in friends i5 and its temps were 35-40c idle. But i think a couple pins are bent that i can see after removing it and now it wont post. Think i also messed up the socket
