Win 10 x64 using 3.94 GB of RAM when 8 GB of RAM is installed

This problem has happened recently to me for a few months and appeared out of nowhere. I did the msconfig advanced boot options trick and it didn't seem to help me out (this time). The weird thing is that trick helped my computer yesterday and the full 8 GB were being used but today the problem reappeared. I have done that trick 8 times now and no luck. I have moved my RAM stick (one 8 GB stick at 1333 MHz) in a different slot and still no luck. I have an AMD APU but the PC has recently been upgraded so that there is a dedicated graphics card and there should be no integrated graphics. CPUID sees that I have 8 GB of RAM installed but Windows and my BIOS don't. Also, there are no memory remapping options in my BIOS (it may be called something else?). There are no overclocks on the system anymore except that the RAM voltage is at 1.52 V.

I've looked at so many forums and I can't seem to find the solution. Hopefully somebody can solve it!

Well, it's fixed now. I reset the CMOS, took out the motherboard battery, moved the RAM into every one of the four slots and raised my DRAM voltage to 1.65 V. After that I restarted one time after messing with msconfig again and the full 8 gigs is being used. I don't know really what the solution was but its fixed!
are you running latest bios? looks like ves 25.6? theres a lot of memory compataibality updates for the last few bios revisions

have you tried resetting the cmos? unplug and remove the motherboard battery for 10 min? could be issue in settings somewhere

what version of windows 10 are you using? home,pro,ect

did you disable onboard video in the bios if theres an option there? onboard card could be using the memory if not disabled all the way.

just a few items to check

Resetting the CMOS helped a lot but I can still only use 6.96 GB out of the 8. I'm still very glad that it is using most of the RAM though.

To answer your questions:
I am running the latest bios version
I have reset the CMOS (as stated above) but haven't removed the motherboard battery (I may do it if the problem gets worse again)
I have Windows 10 Pro 64 bit
I'll look for the onboard video option in the BIOS

The problem is back again today. I will try resetting the CMOS again and remove the motherboard battery.
