i really want to know if i could run the i5 6400 and the zotac gtx 750 ti fine or should i get a better psu.
and does the zotac gtx 750 ti bottle neck the i5 6400 2133
and 8 gigs of ddr4.

Bottleneck? Not exactly. The gfx card will be able to perform at its full capability. But yes, the i5 can use a much faster card and a faster card will be able to offer even more performance. But your PSU is at its max with the 60W GTX 750 Ti.

Yes, the specs on the nameplate of that PSU will be enough to run any GTX 750 Ti that does not require a 6-pin connection (most don't).
