16gb installed 8gb usable?

So, a while back I replaced my cpu cooler. And when i was done and turned on my pc, it said only 8gb of my 16gb was usable. I dont know what to do, i've googled it and I couldnt find any help.

Loosen the cooler then snug it down screw tight. Many overtighten and if so in a corner or side of the CPU, it throws the CPU out of level so it doesn't full full contact with all pins, one often effectively 'loses' a channel
