PC Locking Up When Using GPU

Hello there.
Recently I put together a new rig. I upgraded my motherboard, CPU, RAM, PSU, and got a new SSD. I reinstalled Windows 7, then upgraded to Windows 10, on a brand new drive. The machine was working fine. Then I turned it off, and now when I boot it up, it will show the BIOS, then give me about one rotation of the Windows 10 Logo animation, and then the entire machine freezes, and nothing responds. I decided to boot in safe mode, and this worked without a hitch. I decided to eliminate what I could and find a culprit, and when I took my GPU out and used integrated graphics the PC booted up fine, and I could use it as normal. I updated all of my drivers, then plugged the GPU back in to see if it would be fixed. No luck. I then decided maybe the GPU was at fault, so I took out my old GPU and installed it. Exact same issue. I tried it on a third GPU to be sure, and it seems like it doesn't matter which GPU I use, my PC will lock up during the Windows start up animation. I've been looking at this for a few days and I'm still puzzled.

Specs are:
Intel i7 3770k
Sabertooth Z77
GTX 780 ti
760 W PSU
