Cpu temp drops cause fps drops FX8350

Hello,
today my new pc came, but when I started to play Gta v or the Wotcher the framrate droped from 60fps to 10-20fps. After that I installed MSI Afterburner to see, why my fps drops. Whenever my fps drops my cpu temp also drop. The Cpu temperature drops from 60 degrees to 30 degrees. I have deaktivated amd turbo core and tried a lot of more thinks.

My system:
Cpu: fx8350 with hyper cooler 212 evo
Gpu: amd r9 390
16gb ram
1tb hdd
Asus mainboard m5a78l-m

It could be thermal throttling. Try using amd overdrive to check cpu thermals. Rather than cpu temps dropping causing frame drops it sounds like the other way around. Frames are dropping because the cpu is slowing down which then results in lower temps. If the cpu isn't thermal throttling it's possible the motherboard is. Depending which m5a78l-m board it is (le, lx, lx3, usb3) it may or may not have heatsinks on the vrm.

That's thermal throttling, because 60°C ist the max temp for your CPU. The 212 evo should be able to keep the cpu cool enough, so I guess there si something wrong with the way it is installed, the fan blowing in the wrong direction or something like that.
