New Build, Won't Boot

Greetings all!

I've been working on a new build for a few months now, and have yet to get the machine to boot into the BIOS. I ran everything through pcpartpicker.com, and had no compatibility issues there. I've also tried two different motherboards and two different power supplies, without success. I'm not sure where to turn next. My computer friends, all with multiple builds under their belt, have been helping me troubleshoot, but we still haven't found a solution.

Here's the current component list:

Right now, I have only been attempting to boot with the cpu and ram installed. I've tried it both inside the case and outside. Upon hitting the power button, my case fans and cpu fan all start up, and the LED's turn on. This will last anywhere from 2 to 5 seconds, before it shuts itself down. No beeps are heard.

I had my computer technician friend take a look at my setup, and he ensured me that all my connections were proper, so I doubt that my problem is something like a loose 12v connector.

I should note that my first motherboard was a Gigabyte GA H87 D3H, and using this combined with a EVGA 600w power supply, I was able to get the computer to start and run, but it never entered the BIOS. I tried reinstalling the components on that motherboard, but I had no luck getting it to start at all. When I'd hit the power button, I'd get lights and fan motion for a split second, before shutting down.

I'm not sure what to try next. I guess all that's left is trying new RAM or a new processor, but I'd like to get a few more opinions before I invest in additional components.

Any help anybody can offer would be great!

Ok I reseated the processor and the RAM, and now the machine starts up for about 3 seconds, shuts down, than turns itself back on, repeating the process indefinitely. Not sure what to do now. The speaker I got makes 2 clicks upon start up, but I haven't figured out what this means yet.

When the RAM is out, the PC is behaving in the exact same way. Fans spin, (including CPU fan), for about 3 seconds, then it shuts down and restarts. I'm hearing 2 clicks upon start up from the speaker, then two more as it shuts down.
