Cpu cooler for I7 4790 (Non K)?

Hi, i'm wondering if the i7 4790 (non k) does need a cooler or i will be fine with the stock one. I'm planning to play games and buy an Nvidia gtx 970 in a future. I already have all the parts (except the graphics card), just need to build it.

Here are the specs:
-Intel i7 4790 (Non K)
-Gigabyte z97x gaming 3.
-Kingston HyperX 8gb Ram (2 Modules of 4gb)
-Seasonic M12II EVO (620w)
-Western Digital HDD 1TB.
-Sentey Triac GS 6009 Case (Mid Tower)

I was looking for a cooler and found that the hyper 212 EVO is a good cooler for it's price and i read that it comes with a thermal paste, is that good or i need to buy an aftermarket one (Like the Mx-4 or The AS 5)?
One more question, which are the right temperatures of this processor? I don't know much about that, so i need a little guide in there.

There's no real need to change the stock cooler unless you are bothered by its noise when its fan's RPM increases. The stock cooler is guaranteed to be safe with the CPU at stock clock speeds. Do you live in an extremely hot environment?

Not so much, in Argentina, the temperatures here do not excede the 40 degrees, now that we are in winter the temps are maximum 30°.
