My advice to try step by step would be first to check and see if the cpu cooler is seated properly and securely. Second would be boot into bios and reset them to default. Also one other thing is have you watched to see if your cpu fan is spinning?

out of curiosity, are you sure about those temps? 10° is kindda cold outside, so inside??
Also, seems something is running in the background, have you checked the task manager?

was like 8º outside so i think that inside i was 10/12, wasnt using nothing to heat because the test
i check the task manager, was ok. in the screenshot the max use of the cores was 30% :'(

Its called Delta (im from Argentina) we always used it and never had problems.
I tried several ways (an X, I, a dot, full covered with small amount..) to put the thermal paste, all same results, tried with another one too with same results.

Hello,
Something that's weird though is that your CPU is running "always" at 3599MHz (min at 1600) when it's at 47ish° but there are no processes in the background. I don't know much how the frequencies of an iX is supposed to vary, but it seems not right there.
