More storage option

Hi can someone help me with this. So I have 2x 2TB hard drives already and they are running out of space cuz games and other stuff. I bought my computer from HP and I upgraded my gpu from geforce gt 620 to gtx 970 and to a 600 watt power supply. the computer came with windows 8 originally then I upgraded to windows 8.1 and then now I have windows 10 free upgraded. But now the issue is the space, I don't want to delete my games so I want to get a full sshd or maybe a regular hard drive with extra 4tb and I want to get 500gb ssd for operating system and couple of games like skyrim, fallout 4 and etc cuz I mod them and I want faster load times with those games. So what I need help with is with clean install my operating system from my oem hard drive to a new ssd without buying a windows 10 product key which if I wanted I can get the oem windows 10 product key for like $25 but I don't want to spend money on it. Also I will be backing up my games in the new 4tb hard drive and then after installing os I will be distributing the games different hard drives throughout since I will be having 8tb in total which 2x 2tb and 1x 4tb hard drive plus a ssd. Also do I need to add a sata port pcie card to get extra sata port or do I even benefit from have those pcie port compared to usb 2.0/3.0 for gaming and etc.
Also which is better for my case, a regular hard drive or ssd for secondary storage. Will games benefit sshd more and whats the benefit. Also can anyone give me a cheap but good case for good air flow because my current case is really pact since its a hp case lol. if you see the pics of how pact my case is, you will want to shot yourself lol.
For the cases I don't want so spend too much money and I think my whole budget for everything is $350-$400, the less money the better it is.
