CPU Cooler Fans Running at Max RPM all the time

Hey Guys,

I have an MSI Z97 Gaming 5 motherboard. With an i5 4460 processor. I have a Noctua U9B CPU Cooler. My CPU fans are running at maximum RPM all the time, no matter the temperature. Even in the Bios settings, I manually reduce the speed to 25%, however, it still runs at the same speed of 1700rpm. I've tried using SpeedFan, however, this doesnt change the RPM either.
Any suggestions?

Update the BIOS or intel chipset driver, just make sure the MB has newer BIOS or the driver. Also reseat the cooler too, because the cooler may not sit properly. Or try use the utility software MSI Command Center to set the setting.
