Borderlands 2 under 30 fps R9 390

Bought borderlands 2 and it runs between 20-60 fps at max. Is this normal?

Specs:
i7 6700k
R9 390
16 GB DDR4
725w PSU

No not normal. Do you have physx effects turned on? If so turn it off, that setting is only optimized for nvidia gpu's it does not work well with amd.

Yup that would be it, even on nvidia gpu's its quite performance heavy. It just adds more flying debris whenever there is an explosion and more debris when bullets hit surfaces that kind of stuff.
