Fluctuating FPS in game

I have an AMD r9 380 with 4 gigs of ram, set to gaming mode by asus gpu tweak. For cpu i have amd x6300 black and for motherboard i have Gigabyte GA-78LMT 6 core. My computer has 16 gigs of ram and im running my OS on a solid state drive. My problem is that when playing battlefield 4 or any game for the batter, my fps has a massive range of fluctuation. Battlefield, for example, goes from 90 fps down to 55 and sometimes dips even lower than that. I know that the card is getting enough power; i have a 750 watt psu Changing my graphics settings whether it be low or ultra has no difference on the performance. It is like this for all games, and i was hoping someone out there knows what i should do/try. Thanks P.S. i blow my computer out for dust every two months, monitor my internal temperatures with speccy, have high speed internet according to ookla speed test, and have done multiple virus clean ups. Ive tried all the basic stuff so please give it an educated guess rather than suggesting my computer is too hot or something like that.

FPS issues like this are most likely due to the CPU, to keep this from happening, you need to get an Intel Core i5 CPU to keep things steadier. If you run on lower settings in the game you should be able to maintain a steadier FPS. Also depends on the area in the game.
