Psu is not good, cheap caps with a short lifespan. The 650w XFX is about the same price and much better quality. Here's a better build, Current gen cpu, 16gb ram, SSD, and a better PSU. The price on the RX480 is an guesstimate.

Not much point in buying older architecture when you can get a DDR4 based system for pretty much the same sort of cost. Here's a micro ATX build I threw together. It doesn't have a GPU, but you'd be able to get an RX480 in there with the remaining budget. Only other change I would personally suggest is trying to squeeze in an SSD, but it isn't 100% required.

Not at that price. Current information(supposed leaked benchmarks) has the RX 480 performing between the 970 and the 980, but costs less than the 970. However this is still kinda speculation as nobody has released official benchmarks/reviews for the card yet but should very soon as the card is due to release on the 29th.
