PSU or MoBo going out? please help

My PC randomnly restarts randomnly after post i've tried two power supplies and bot read fine on the 12v rail and 3v rail but on the 5v rail both of them read .91 on the five my specs are as follows

16GB of corsair vengeance ddr3
MSI 970a G43
AMD fx 6300
Radeon HD 7790

Just need to know what to replace before i buy the wrong one

Like turkey said. How are you measuring? Is everything still plugged in or are you jumping the PSU and measuring while not plugged into the board? It's odd that two different PSUs would have the same voltage drop in the same place. The 5v rail operates hard drives and things like that. If it's that low and the reading is accurate then you're not getting enough to keep them running.
