Graphics Card been acting funny

So I have two questions that could be related to one another.

First of all, whenever I launch Overwatch, it doesn't recognize my 980ti. It tries to run the game only using my CPU which results in terrible framerates. But whenever I restart my PC and launch Overwatch again, it uses my GPU. This issue is only with Overwatch. I would like to play the game without having to restart my computer every time.

I noticed that the entire time my GPU was at 100% load but its average temperature was only at 67.
I have been noticing that it has been underperforming lately, such as 80fps on high settings Overwatch.

core clock reported in 3dmark 595 MHz . thats moe like an idle reading. update your drivers it may be a bug. even if you run the latest ones , perform a clean reinstallation. try other stress tests like furmark or occt to exclude any isolated event . gpu must reach max core - vram speed.
maximum turbo core for your cpu must be 4.200MHZ and not 4.017 MHz as read in 3d mark. what are the cpu temps? your cooler should always allow max speed under any condition at stock. the psu you have isnt the greatest but not necessarily bad. maybe a power issue!? try exessive cpu - gpu tests

I could probably get that score with my G3220 and 9400 GT.
Jokes aside, that is a really powerful PC and should get over 5000 I think.
For Overwatch, go into BIOS and disable integrated GPU.
For 3DMark, the turbo speed might be okay, because a CPU can only achieve maximum turbo speed if only one core is utilized.
If your GPU is overclocked, the overclock might be failing or the GPU might be dying, because a core clock of 600Mhz is really poor, and I think the memory is also underperforming.
Try installing new drivers or some old ones that played really good.

My CPU temps in 3d mark were in the low 40s.
Ive upgraded my psu to a Corsair RM750i a while back, I just forgot to update the link.
I will try other benchmarks and see how it goes. thanks :)

Ive never overclocked my GPU and Ive had this build for about 6 months so it would be a shame if my gpu is dying. Ive never really pushed any of my components harder than stock. I will trying reinstalling all my drivers
