What is causing these horrible GPU spikes?

I've been trying to figure this out since the past couple weeks. I've tried doing it here a couple times, and a couple other places, and still no luck. Here are my specs:

Nvidia GTX 950
AMD A10 7870K
EVGA 500W PSU 80 Plus
Asus ASUS A68HM-E MOBO

I've tried just about everything you can think of, uninstalling reinstalling drivers, reseating card, reseating CPU, Reapply thermal paste on CPU, Checking CPU temps (No its not overheating), Checking GPU temps (Hardly goes over 60c). I've pretty much checked it all off, and before someone says I have a CPU bottleneck check this graph....

This is what my Graph looks like while playing Witcher 3, a game that isn't very CPU intensive at all, and the graph pretty much looks like this on all games I play, which in turn causes huge FPS drops. Strange thing is, is that it happens sometimes, and some times it doesn't. Like for example I was playing Witcher 3 last night, and no sudden FPS drops. Playing today, sudden FPS drops. Its pretty much the same for other games too. This is something important I should mention, a couple weeks ago I had to replace a fault MOBO, I've gone through 2 of them, and I decided to get a different model which is the one I have now. So I'm wonder if its possible that my MOBO is the culprit since I didn't get this issue with my other MOBO even though those were faulty.
