Would a monitor like this http://www.yoyotech.co.uk/warbird-rs11-gaming-pc be able to play games like Ark survival? I don't have much money and 500 - 600 is all I can afford. I know that's the monitor, and I have the mouse, keyboard etc but what about the actual computer? Where do I get it? How do I know what to get? Please help.

You should take a look at http://pcpartpicker.com. If you don't know where to start, take a look at some of the build guides. Most folks on there are quite friendly as well if you ever need to ask for help. My favourite part about PCPP is that it always shows the cheapest price and which vendor so you know where to buy each part.
