Windows user account problem

Hello,

Yesterday, I downgraded my laptop to windows 7 (because windows 10 didn't start properly). Everything went well and all my personal files were restored. But now I've discovered that there's something wrong with the administrator rights. There is only 1 user on this computer and according to the user accounts page in the control panel, and it has administrator rights:

But when I open, for example a document, I get the following pop-up:

I can always click next and then I have acces to the folder. I have to do that with every file and every folder inside the folder C://users/user1/, so also the appdata folder.
Secondly, many programs installed on my laptop can't run properly because they can't read the hard drive too.
For example, when I start my laptop, I always get the same message:
FileDownloadHandler.ashx

Only when I run programs as administrator, they work perfectly fine. Also the picto's on the task bar and on the desktop are all the same (white sheets) :

In short: when I open 'user accounts' from the control panel, it says that I'm the administrator, but when I open a folder I've never opened before, the same pop-up always appears (mentioned above). Does anyone have a solution for this or does anyone know why I have this problem?

One side note: I took out the hard drive when Windows 10 was installed and did a backup to another PC to make sure all the data would be safe. So I connected the hard drive from my laptop to my PC as external hard drive and I also browsed to the user1 folder and I gave that PC permission to acces that folder. Maybe that caused the problem?

Solution
I had a similar problem , I fixed it by using mini tool partition wizard
steps:
- download mini tool partition wizard and install it
- open it
-right click on the partition and click check file system
-choose check & fix detected errors
-click start and wait for it to finish
