Low heat output ~$500 budget gaming pc build advice requested

I am looking for a ~$500 budget gaming pc build with low heat output. The pc will be on all day in a closed room (there is a window a/c but would like not to have to run it constantly). Perhaps I need to use a low power video card or extra cooling such as heatsinks? My previous pc had a Radeon HD4870 which made my room into a sauna - it was terrible.

I don't need OS, optical drive, or secondary/storage hd. I prefer intel and nvidia but am flexible. I prefer buying from newegg or amazon but am flexible. A cool case would be a nice bonus. I cannot overclock (I am a novice who only knows how to plug in the parts that someone else picks for me).

My goal is to be able to run Dragon Age Inquisition and Dark Souls 3 at 1080p smoothly. Other than that I play older games like World of Warcraft or stream 1080p videos.

Also I am looking for a new monitor for ~$250. Something 24"+ would be nice if possible.

With the RX 480 coming out tomorrow, now is not a great time to buy a graphics card. If the claims are true, it will be R9 390 performance, at around $200. That should shove the pricing down on current cards. The GTX 970 has been steadily dropping in price, the past week or so. Also the RX 470 and 460 are not far behind, launch wise.

I would start out with this, save up a bit of money, and wait for the dust to settle, from all these recent launches.

$483 for the PC, $113 for the Monitor. teh 950 will handle games on high settings at 1920x1080, older games on Ultra. No Hard drive, as you said you'd be reusing the one you have. Total wattage of this system is 225W including a hard drive, so it should be fairly cool running.
