Could a Asus Strix OC GTX 960 run games like Skyrim, and Overwatch at the best graphic setting (or almost the best) at 60fps and up?

the RX 480 reviews comes out tomorrow. and the speculation is it would be better than the GTX 970. the 8Gb model is $230 for the RX 480. and aftermarket versions of course comes later. but its worth checking it out and waiting to get the best out of your planned upgrade.
