MSI godlike x99A boot loop problem

I recently finished installing a tower pc, full configuration shown below.

The PC keeps rebooting indefinitely before getting to the BIOS and without showing anything on the screen. The last error LED codes before it restarts are as follows: 91-95-96-99-9C-00.

When I boot in slow mode I can get to the BIOS, the CPU and the 64GB RAM are identified correctly. I have flashed the BIOS with the latest version 2.4 but it does not solve the problem. The booting loop occurs even when there is only the motherboard and one slot of RAM connected but the GC, PCIE SSD are not installed.

The PSU power the motherboard with a 24pin ATX cable and an 8 pin for the CPU. The graphic card and the RAM have been tested on another computer and work properly.

Would appreciate your thoughts on what the problem might be.

My first guess would be the BIOS, they aren't real quick on getting updates in place that are needed.....try unplugging, resetting CMOS, start with a single stick of DRAM and try to boot to the BIOS - if it works raise the VCCSA voltage to 1.25 and the DRAM voltage to 1.4, save, exit shutdown and add the rest of the DRAM
