I currently have a Athlon 860k and a gigabyte motherboard. I am going to get either an Rx 480 or Rx 470 so I decided I should probably pick up a new CPU and possibly motherboard if necessary. So I currently have an FM2+ MOBO but I can't find anything better than an 860k for it. I'm also looking at Intel processors. i5s seem perfect for me. Games I like to play mostly are ARMA 3 and some others. Any help is appreciated thanks.

You are correct, there is no good cpu upgrade for a gamer with the FM2+ motherboard.
With your budget, I think I would use a I3-6100 $125.
I like the I3 because it has much faster single core performance than a I5.
Most games depend on a single fast core for performance.
You will want a lga1151 motherboard.
If you ever want to upgrade to a overclockable "K" processor, make that a Z170 based motherboard.
Otherwise anything else will do.
And, likely you are looking at some DDR4 ram. 2400 speed is fine.

$300 means an i5 6500 and a compatible board.
But your current RAM would need to be replaced with DDR4 too.
Here is an alternate suggestion: Buy and install the new graphics card first and compare the fps you get with reviews online. In graphic intensive games there might not be much difference.
