Xbox One controller won't work with Windows 8.1

I've tried a windows update; I've tried finding drivers online; I've tried going through device manager to update my drivers that way.
The Xbox controller is read as an unknown device according to Device Manager.
Any solutions to get it to work?

That article you linked literally describes a method I already tired.
Problem is my PC doesn't recognize the Xbox One controller as an Xbox One controller, but an unrecognized device
