Low Cpu usage and low fps

in csgo I expected my cpu to be at a high load but its only around 90% cpu load. But im only getting 55fps with drops down to 30. I play at 1600x900 with everything maxed out and a 5 to fps difference on the lowest. I overclocked my cpu to 4.44ghz (stays at 65 degrees at full load) and i stressed tested it for 6hrs no problem. Im thinking of updating my bios to f8d from gigabyte. http://www.gigabyte.com/products/product-page.aspx?pid=4726#bios Any help would be appreciated

Cpu: Amd a4 6300 (oc to 4.44)
psu: 500w Evga
Gpu: Msi Gtx 950 gaming
ram: 8gb hyperx fury 1333mhz
mobo: Gigabyte GA-F2A88XM-DS2

I was expecting a large bottleneck because it is a weak cpu, But the loads on each core is around 55 to 65% on csgo on dust 2. also i found out that if i max out the game i get better fps. Shouldn`t i be getting high cpu usage because it`s only a dual core?

i mean i even avg 45 fps in gta v on high settings with 8x aa lol. Its really only csgo / gmod that is the problem. I get 80 fps in warframe, 50-60 in assetto corsa, and 40fps in unturned(All games maxed) These games also use more of my cpu and gpu
