Help with memory problems

Hi I just recently built my own pc and with some troubles I finally got it to start up. All is good except that only half of my memory is being used. I installed 16GB yet only 8GB is available. Furthermore it shows the speed is only 2133mhz while the one I brought is 3000mhz. Any idea why this is happening? Specs are below, minus the graphic card and cpu cooler.

What cooler - that may be it. If it's too tight in a corner or side it can throw the CPU out of level and you can effectively lose a channel -- try the DRAM in slots 1-2, if OK then loosen the cooler and snug it down screw tight and try in 1-3 or 2-4, if that doesn't fix it, it may be bent/broken pins in the CPU socket. As far as running 2133 that what it should be at, for 3000 need to go to BIOS enable XMP and select profile 1, if no joy there may want to set manually and try at 2800 or 2666 or 2400, there's no guarantee a stock 6700 will run 3000 sticks, often a CPU OC is needed for 3000

Cooler is NH-U14S. I'll try the solutions you suggested. I did get a memory initialization error 55 when I first started it up but it was gone after some time. I don't know if this plays a part or not. Thanks

lol turns out I didn't plug the memory in right. This motherboard has only one of those click ends so I didn't push it all the way in on the other end. By the way I tried to change it to 3000mhz but it said it had a boot error. So I guess i'll try to manually change it to 2400mhz? I just don't know how to manually change it so could you tell me? Thanks
