I already have ddr3 memory but wondered how much better would ddr4? is it noticeable and worth the upgrade? am building a skylake machine 1151lga.

the memory I already have is gskill 1866mhz ram

Entry level for Skylake is DDR4 2133, and yes it will run DDR3, but 1866 is slower than what the CPU is even designed to run (I realize they included DDR3 'support' to encourage people to upgrade, but in effect you are slightly bottlenecking the CPU from the get go, and in terms of upgrading, basically saying to yourself you'll have to get a new mobo for that)
Well the question isn't whether the new memory is worth it, the real question is whether it's worth getting the motherboards that support DDR3 just to save like 30-50$ on memory. Also, not all DDR3 will work with Skylake. It needs to run at 1.35V and NOT 1.5V, otherwise it will slowly kill the CPU's memory controller.

Not to mention, ALL future platforms, including AMD, will support only DDR4 (At least until the next DDR standard comes out, which probably shouldn't be for some time. DDR3 was prevalent for about 9 years.), so if you plan to upgrade anytime again prior to there being a successor to DDR4, you're going to need it anyhow as DDR3 is not supported going forward, on anything.
