Best Processor under $250

What is the best CPU i can get under $250. My primary needs are gaming and a probably a bit of streaming and video editing. I don't want to overclock my CPU. I don't have any particular preferences for the company, i am open to both Intel and AMD.

Edit 1- Everyone has been suggesting i5s, can anyone suggest a good AMD processor and compare it with the i5.

If you know you will absolutely NEVER overclock, go with the i5-6500 and a matching non-Z motherboard. You'll save money on both. If you're okay with spending the extra cash, I would say get the 6600K with a Z170 motherboard and have the ability to overclock down the road. In a few years when you're thinking about upgrading again, that overclock could squeeze some more speed out of your CPU and give you more life out of it.

Intel: i5-6600K is exactly 250$.
AMD: FX-9590, a lot higher consumption and heating for a trade of higher performance in some cases, it is also cheaper. But it's better to wait for Zen.
