This is a 10-year-old desktop i think.Even playing facebook games like candy crush lags.
And it doesn't say 'e' before 4300.I saw people calling it e4300 but Windows only says 4300.

-Set B-
Intel Core i5-5200U @2.2GHz x4
Intel HD Graphics 5500
AMD Radeon R5 M230

Lenovo-G50 laptop , made in 2015.
Sometimes I saw CPU Usage is 100%, when I play Minecraft modded.Generally the laptop is ok.

Your laptop is much better than the desktop.
Anyways both CPUs are locked. You can't overclock. The desktop is locked and you can't really FSB OC on the consumer mobos. You should not overclock laptops either as thermals is an issue.. The u is locked, and plus the GPU is overclock able, but you don't want to. As of the desktop integrated chipset, just don't overclock. I mean it's a waste.

Well my suggestion just get better stuff and save up for it.
