The display does not show anything but the CPU fan is on and louder than normal, diagnostic lights 1,3 and 4 are on and stable(not blinking), same state with and without keyboard and mouse. Also with and without optic drive and hardisk..
 
Solution
Start at the beginning, your post and title don't match. You don't have a display after you turn on the PC? For the CPU fan blowing hard, maybe a motherboard issue, look it over and check for any capacitors that don't look right. Maybe a power supply issue, CPU issue, motherboard issue, RAM issue. Reseat things, clear the BIOS by unplugging system and removing the CMOS battery for 10 seconds, try things again.
