Why am I getting FPS lag with my new GTX 1070?

I just recently bought my PNY Geforce GTX 1070, and my PC specs are: Geforce GTX 1070, Intel i5 4690k 3.5 ghz processor, 8 gigs of ram, 650 watt power supply, ASUS B85M-G R2.0 motherboard, and a 1 tb hard drive. Whenever I try to play Grand Theft Auto 5, I get very bad framerate drops and sometimes it will just sit at 25-30 fps. And that isnt even on maxed out settings, just most on high and MSAAx2. I see others that can run the game with all ultra settings and get 80+ FPS with no drops. What is the problem with mine?? (I also stream, and I cant stream to twitch at all without it having bad FPS lag all the time so somebody please help!)
 
Solution
If you have windows 10, and your FPS is capping at 30fps, click cortana and type in "xbox". Sign in or make an account (the bastards) and there is a setting about recording/DVR. turn that garbage right off.

Are you sure it's on the right PCI express slot? Have you installed the latest drivers? Also, do you see it in device manager? Check if your monitor is connected to the GPU or the motherboard.

There is only one PCI express slot on there that fits it so yeah its in the right one, I am up to date on all the drivers, and my monitor is connected to the GPU without a doubt

Im not sure of the exact PSU model but I've used it for a while with no problems, even my gtx 650 ti did fine with gta v, and the game uses more than just 1gb of ram im pretty sure, for temps, no both the gpu and cpu are running cool, and it started as soon as i got the card which was a few days ago.

post a photo of the psu cause that can be a likely cause also test the gpu in another system

I am having the same problem have had it for about 2 weeks. im getting lag whilst playing battlefield 4 on ultra also My power supply is corsair RM850

Same problem here in CSGO... 400-500fps, and out of nowere drops to 100fps and stutters... Never happened with my GTX 970...

I have a i5 4690k @ 4.4ghz, a XFX 750W powe supply and a msi gtx 1070 gaming X

I made a fresh windows install and had that problem, used DDU and reinstall the gpu drivers and have that problem...

I have a 4690k @ 4.4ghz with a Nepton 280L, runs about 60º-65º full load...
Gpu is at 69º...

With the same settings my Gigabyte gtx 970 g1 gaming had 200-300fps (less fps) but never had this huge fps drops.

If there is a problem is with the nvidia drivers or with my card...

That is very sad to hear. I was about to purchase GTX 1070 myself. I can't find anyone else to report similar problems. But often people turn to forums as a last resort, months after they experience the issues, and are unable to fix on their own.
So far it seems like either the problem is caused by:
1. Faulty GPU
2. Nvidia drivers
3. Hard Drive/SSD problem.
4. Some software or malware is messing with your system
5. Maybe PSU? But I'm not putting any money on this option.

So, your actions to find a solution should be the following:
1. Diagnose HDD/SSD for errors
2. Do a full virus scan
X. If possible try different PSU, if not skip
3. RMA the GPU, and maybe that will fix the problems
4. Wait for Nvidia to release drivers, in the mean time you can try reporting this to them, and maybe they will help you fix this

P.S. you can perhaps do a http://www.userbenchmark.com/ to see if any component is underperforming.

Think It's a problem with the latest nvidia drivers. Yesterday I've downgraded to the previous version and so far there weren't any drops and the card seems a lot more stable... A lot of ppl have this problem, just check nvidia comunity forums. But I think its a software problem that nvidia will fix... for now just install the 368.39 version instead of the latest faulty one... :)

That could be it, especially since as far as I know, the new Nvidia GPU's are heavily boosted by the software/drivers and they now rely on optimizations more than ever.

But he still should do system checks, as only relying that the issue is with Nvidia drivers is a lot like believing in faith, even though the problem is purely biological, which faith cannot cure.

Hello, I have been following a thread on official NVIDIA forums about this issue, or at least it seems related to it. NVIDIA recognizes the problem and said it would be fixed in the next driver or the other one after...

Just a suggestion, there is no reason to run your frame rates so high, in fact, it makes the game worse because you will get screen tearing which basically means you'll have pieces of multiple frames happening on the screen at the same time which looks horrible and can cause a stuttering feeling.

Enable Vsync in the game, and if it doesn't have that option, see if you can do it manually in the Nvidia control panel. I recommend using "fast sync" if it will let you!

Even if it does, it wouldn't cause a stuttering, it would just be generally lower performance. I am also having this issue and I have an i7-4790k OCed to 5.0GHz so... it's definately not bottlenecking.
