Got a dell optiplex 780 that i threw a gtx 740 in and running windows 7(tried upgrading but just wouldn't accept windows10) and have gotten numerous 0xc000000f error codes when starting and have reinstalled windows 7 a few times and every time it works but than i turn of the pc and come back to it i get that error code, even last time i got all my gpu drivers, webroot, downloading a bunch of games and restarted it but it worked this time! But of course the next day i turn it on and BOOM! same error code, cant figure out why it keeps doing this to me so i was wandering if its a issue with my HDD? is it dyeing? any help would b great!

Solution
Do you mean you formatted the HDD did a clean install, it worked for a day, then back to the same issue?... If so, and you did not connect a removable media, it would mean a hardware issue.. I've had HDDs that had issues.. I could format or wipe and install Windows on normally but days or weeks later went back to the same issues. Problem is your HDD checks 100% normal so it's hard to tell what really goes on. I'd suggest you wipe the HDD from the Hiren's Boot CD/USB, and before initiating it which would mean creating partition tables, partitions and file system, remove it from the computer and reset the BIOS for an hour and only then connect the HDD and initiate it. This would take care of possible partition table or BIOS infections...
The error code refers to file C:\Boot\BCD is missing or corruped... If you have "reinstalled" Windows several times (which also reinstalls the bootloader), but have not formatted, the cause could be corrupted partition table, or bad disk sectors... all of which can be due to failing HDD

Fixes:
1. Install Hard Disk Sentinel to see the HDD condition in Performance %, Health %, bad sector count, S.M.A.R.T results.

2. If the HDD checks OK, install Minitool Partition Wizard and use it to repair the partition table, run a NTFS file system check, check the disk*, veriy partition alignment.

3. Run a disk defrag on the OS drive.

*Or run CHKDSK C: /R in a command prompt window

The HDD seems to be good but when i went to install minitool it warned me about installing on the same hdd that needed recovering

The HDD probably does need recovery possibly due to issues you may be able to repair with the indications I gave you initially... what happens if you ignore the warnning and try to install Minitool?... If possible just ignore it and proceede with the initial instructions.

What were the Hard Disk Sentinel percentages and number of bad sectors if any?

never used that software before but from what i saw it looked %100 good

Was that the same percentage for both Performance and Health?

And the no bad sectors message in green background... not in red?

Reading the program is simple but you can also take a screenshot of the program window, save it to a jpg image file and upload the file to postimage.com or tinypic.com, copy the forum link and post it in your next answer

on a different pc, but ya no red and %100

Then it must be a software issue, and it possibly retured after a reinstall because removal requires deleting partitions and formatting.
It may be a MBR virus to keep messing up the bootloader. See if the antivirus, mawarebytes and a mbr scanner find anything... if you don't have MBR but GPT partition table, GPT can be recovered with Minitool Partition Wizard or EASEUS Partition Master.

yep did everything, ran good for a day than...... brick

This would take care of possible partition table or BIOS infections.

To wipe the HDD...
a) delete partitions,
b) format the HDD,
c) wipe it,
d) format it and remove it.

And before installing windows again, reset the BIOS to make sure a possible virus can't be saved anywhere in the computer.
1. remove power from the computer
2. remove the BIOS battery
3. move the BIOS jumper to pins 2 & 3
4. press and hold the power button for a minute
5. wait an hour, and move the jumper back to pins 1 and 2, drop the battery in
6. connect the HDD and AC power
7. boot to the Windows installer, format and partition the HDD, and install Windows.

Can't see how after doing this routine a virus could still remain intact... unless it comes from an external source. Somewhere like removable media or another computer from where you normally transfer files via homenetwork or removable media. So, for a reasonable period of time after installing Windows, make sure the computer doesn't come into contact with a possible source of infection.

This failing would mean it's either the motherboard or HDD, or the Windows installer if it's not an original DVD or built from an ISO that was downloaded from a reliable source.
