Computer turns on then off then back on

I just finished building my pc and when I go to turn it on the chassis fans did not spin and my monitor did not get any signal from the computer. The video card and cpu fan worked but the computer would turn off after about a minute then turn back on then off then on etc. any idea what might be wrong with my PC?

Btw I am using a CPU from my old PC I may have damaged it when removing it

I didn't overclock. But I did short it to test it out of the case.

I unplugged everything and plugged it back in and it still doesn't work. :( I don't think it is the psu because it is an evga supernova gs 550w 80 plus gold. And it would be a shame if I spent extra money for a much more reliable psu and to have it not work.
