My budget is about 200$, so should i buy a 960 4gb for 160$, get a RX 480 for 200$, wait for RX 480 partners, or wait for 1060 to announce?

And you were corrected, not games only ONE GAME ;)
not to mention power draw above specs from PCIe.
It's a bad card right now. may be custom boards would be better. But it's another AMD's facepalm.
GTX 1070 with ~60% more performance have better power consumption ;) that should tell you how bad things right now in AMD's R&D which does not have the resources to compete with profitable companies.

I'd wait til both the 480 partner cards and the 1060 partner cards have been released, then compare pricing and performance for all of the above, taking into account what games you want to play and at what resolution and settings.

The 960 will get you playable frame rates on high settings at 1080p for most games. If you're looking for well over 30 fps at max settings and/or higher resolutions, you'll want one of the newer cards.

If you can wait a bit, do it.
In a short time (a week or two) the 970 will be 200$ (yesterday it was 240$ for ASUS GeForce GTX 970 STRIX).
970 is comparable to 8G 480 and beats it when overclocked.
So your options are more like 480 or 970 or 1060/1050. They will all have the same performance/price level.
Though I suspect nvidia will have better power consumption and overclockability for the newer card.
Your choice will depend on how long you can wait.

The RX 480 is actually much faster (around 30%) than the GTX 970 in DirectX 12 games.
In the long run, is a better choice.

But, I would wait for GTX 1060, is only a few weeks away and it will probably mop the floor with the RX 480 and the GTX 970.

The only game that showed an interesting gap between RX480 and GTX970 is Ashes of Singularity which has been developed along with AMD, thus having better performance for AMD cards...

And that's why people should learn to read:

As I said "...IN DIRECTX '12' GAMES...".

In DirectX 11, most games are actually a little slower.
