If you're planning on gaming at 1080p, the 480 might deserve that you take a look at it.
But if you want to play at 1080p for a longer period of time (i.e. go without upgrading the GPU for longer) or you plan on gaming at anything over 1080p, you can't go wrong with the GTX1070. This time around they don't provide 75% of the VRAM, but they actually provide what they're telling us they do.

The best buy would be the best you can comfortably afford. These are luxury items; treat them as such. Pay what you want to pay for, mid-range or high-end.
