windows 7 64bit start menu is super slow but programs run eventually

I've had this on a couple of PCs. Windows locks up. There are no error messages, but the Start Menu takes many minutes to respond (and the right-click menu on any app, or system component). However, other apps running seem to be OK. DPC latency checker didn't show anything. Task Manager doesn't seem to help much either, but does run.

Hi, always willing to listen, but I've built my own computers since the 80's - only recently said 'enough' and bought hardware, mistakenly believing that I'd have an easier life :-(. This is a Toshiba Satellite Pro C850-1LV with 4MB RAM, running Windows 7 64bit Pro. Malwarebytes Pro installed and Zone Alarm Antivirus and Firewall, also runs Acronis 2012, so I'll consider doing that, after I've tried everything else. Transferred to SSD over a year ago and still no problems - still a nice 35 second total boot. I've tried a diagnostic startup - same. Strange thing is, it works smoothly in Safe Mode. I've just ordered a recovery media USB (I won't be able to sit down for a week!), so until then, I can't try any repairs using Windows install.
