Sorry for bad grammar kinda rushing to type this. I've got an AMD fx-6300 black edition (which can OC up to 5ghz and Nvidia Gtx 1070 founders edition and 3 case fans along with the stock cpu fan that comes with the 6300. I wanted to know if it would be safe to OC my GPU and or CPU. (I plan to buy a new cpu fan in the near future but until then I wanna know if I'm good)

Well your motherboard supports overcloacking and your power supply should be enough. It is safe to overcloak your processor, however, the stock cooler will not do. You will need to buy an aftermarket cpu cooler, i recommend you this one:

CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($24.89 @ OutletPC)
Total: $24.89
Prices include shipping, taxes, and discounts when available

I'd avoid going over 4.2ghz though.

Most GPU's come with their own overcloacking software, and most of the times it's completely safe as long as you don't go too crazy. Talking about the processor, depends. What motherboard do you have? it needs to support overcloacking, it is safe as long as you properly cool it. Also really important, which power supply do you have?
