Graphic card fan speed up

Hi everyone. Excuse my bad English in advance, please..
Since maybe 3 or 4 weeks I have been noticing some strange fan noise rising.
At first I thought it's because of a game or something, but I noticed that If I let the computer idle for 3 minutes fan speeds up and after 5 it goes way faster.
I've decided to check whats the prob but If I move the mouse or click or do anything, the fan goes back to normal. Then I noticed some hard lag in fifa, but when I enabled task manager, It went away ?!?!?! You may be asking yourself, what the hell ? Well, same as me.
Then I decided to try this solution on to the fan, and guess what ? It worked.
I start the task manager, and the fan doesn't go up, I don't have an idea why.
Then I tried with afterburner, same results, as long as It's running, no fan speeding up, and I was curious : Is it because these type of applications (programs) are making some kind of statistics and the PC is not idle, so the fan stays normal ?
Every time now when I go to gym, leave a game install or whatever, I just start task manager so I can sleep normally, instead of 50% fan.
Now my question is... Is this actually normal ? I am 90% sure it is not, but I've decided to turn to my favorite forum. Now, I hope you have some answers, and before you ask if the temp is going up, ye It actually does, I mean, the fan goes up and then the temp follows up, but If there is a taskmanager/Afterburner it doesn't. But If I have a game running, and I go idle for 5-10 min, the fan goes up, The moment I come back it comes down.
 
The fans respond in response to temperature and load, your PC does things w/o asking, more so w/ Windows 10, so when that happens, fans will adjust accordingly. You can change that behavior, even turn them off, for case fans and CPU fans with your MoBo's fan control utility

Everything was alright before the windows 10 update.
With that I don't mean that windows 10 is bad, It's actually the best windows, better than 7 IMO.
It updated my UI of the Radeon Settings to the newest but my drivers are old, the beta ones just before the crimson.

And for the guy above that said fans respond to temperature and load, have you ever read what I actually wrote ?
If I let the computer idle for 5 mins the fans raise up to 50% but if I just enable task manager, just put it there, the fans won't go up ?!?! How is task manager connected with idle fan control I don't get it.
