Low fps, reboots, display driver crashes, and freezes on computer

Hi, recently my computer began to have these issues in the title. Display driver crashes, causing a reboot. And when in any game I am getting 30 fps. After restarting my computer 6 or 7 times, it eventually runs as it should receiving 100+ fps. Tech support told me it was a psu issue not providing enough volts to my gpu causing crashes and low performance, however I just replace my old psu with the corsair cx750W, and I'm having these issues still except for the reboot issues. I put my gpu in my friends computer and it worked great! Therefore it's not my gpu or psu causing he issue.

This issue all started when my heat sink failed and thermal fluid dried up, caused my CPU to overheat. I have since replaced the heat sink and the CPU is fine, but I'm wondering if it caused the motherboard to overheat and take damage which is why I'm only having these issues. I want to know if it's a motherboard issue or not before having to buy a new one.

Gpu: Nvidia evga before gtx 760 SC
Psu: corsair cx750W
Ram: 2 4gb vengeance & 2 4gb hyper furry x
CPU: Intel 4790k i7 overclocked 4.4ghz

I have done this multiple times and have the same issue. my cpu overheated once, and i have narrowed it down to either being a damaged mobo or damaged cpu after the incident where my cpu and mobo overheated. i will replace what is damaged, however i just need an idea which one it could be and where to start. so would it be more of a mobo issue or cpu issue? i will most likely buy a new mobo and see if it fixed the problem, otherwise, return it and then buy a new cpu to see if THAT then solves the issue

What CPU cooler do you have?
Also have you tried, running without your overclocks?
