CPU Water Cooling fans issue

Hi, So to start of I had an issue with my graphic card. It died, so I gave it to the people I bought it from. They repaired and changed the graphic card. So I got my pc to start up but the issue now it that the fans on the cpu water cooling radiator are not spinning. This issue wasn't happening before they changed my gpu. But they cleaned my fans from dust. At first I though that the cpu water cooling isnt plugged in. But I saw the sign Cooler master shinning above the cpu.(BTW both fan are not working). So I am not sure if it is an issue maybe the fans got hit while transfer or if I didn't setup something I was supposed to. The water cooler is: Cooler Master Nepton 120XL

Please tell me if I am supposed to give it back and tell them to repair it or if I missed some hardware setup.

There should be a 4-Pin fan power cable, either plugged into the motherboard (on a 4-pin adapter), directly to a power supply, or fan controller.
