my sisters computer gave up awhile back and she finally came up with the money to fix it and i was requested to take up the mantel. No biggy ive done about half a dozen computers. however no matter what i try nothing will work

Got the parts from a local electronics store (Frys)

Motherboard: 970A g43 Plus (Tested by Frys, Posts fine)
CPU: AMD FX 4350 (Tested by Frys, Posts fine)
Graphics Card: Radeon 5850 HD ( Tested in my old working tower, Posts Fine)
Harddrive: WD blue 320gb (Tested in my old tower, Posts Fine)
RAM: Patriot Viper (2x4gb) 1600MHZ DDR3 (Tested both indivisually, then at the same time, posts fine)
Power Supply: 650watt Bronze thermaltake (I hooked my good power supply up to her system and same issue.

I have absolutely no idea what to check or what to do i am baffled.

Solution
Check that you didn't inadvertently add an extra standoff under the motherboard that may be shorting the solder traces to ground.
Also, try breadboarding the motherboard outside the case. Connect just the CPU/cooler, RAM, PSU, monitor, KB to it and momentarily short the pins that the power button goes to for starting. If no post, I'd be considering the board was bad in spite of what Frys said.
