Pc Bottleneck issues

Hello, I recently got an EVGA Gtx 970 4gb sc edition. I play a lot of Rainbow Six Siege and there is a slider that shows how much vram is being used. For me there is still half of the vram available but my fps goes below 60 if I go into that by turning up details, anti-aliasing etc. I want to know where the bottleneck in my system is so I can use my 970 to its fullest potential. My setup goes as follows.
Amd Fx-6120 from my old HP pc
14gb of ddr3 @800mhz
Evga Gtx 970 sc acx 2.0 4gb
1tb 7200 rpm hdd
Asus m5a78l-usb3 mobo
750w thermaltake psu.

There a few different potential causes. An easy check: How does your CPU utilization look? Either use task manager or HWMonitor. If you're seeing your CPU utilization up around 100%, your bottleneck is clear.
The GPU can't use the extra VRAM, as the CPU is not able to 'pull it's weight'.

You can use HWMonitor to check your GPU temps too - if those are getting pretty high, it's likely throttling itself. It won't matter how much 'spare' VRAM there is, if the GPU is protecting itself from heat.
