Windows 7 Won't Recognize Wired 360 Controller

Howdy, folks. I "cleanly installed" Windows 7 a day or two ago. After installing the driver for my wired Microsoft 360 controller and pluggin' her in it just sits there blinking every half-second. It doesn't show up in my device manager, Steam doesn't recognize it.. I basically have a $30 low powered green LED strobe light.

edit: I also updated Windows and some other jazz and it's still a "no-go".

Any advice would be greatly appreciated.

I fixed it!

I was also experiencing some other issues with USB devices... while troubleshooting my wireless headset I used Windows "find solution" and it told me no USB controller was installed. Duh! I forgot to pop that driver disc. So I just went to Asus' support page, found my device, found the newest 3.0 USB controller driver and installed it.

Boom. This solved several problems I had.

I have tried nearly every USB port.

Before the clean install I used a Dualshock 4 via DS4. The 360 controller did the same thing then, even after uninstalling DS4. I assumed it was because DS4 and some other BS that was over my head so I just clean installed. I will ask my buddy if we can swap controllers temporarily and see what happens.
