Upgrading HDD to an SSD : HDD set-up

Right now I have a 1 TB hard-drive, which I have had for around 5 years, and I'm afraid of its failure. This being so, I wish to upgrade to a larger HDD, as well as an SSD to place the OS and a couple of programs/games onto.

My original thought was to do this.

1. Clone the data from the old HDD to the new one
2. Somehow take the OS from the new HDD and place it onto the SSD

I don't know if this will work, so I'd like some input.

2. There is no function to move 'only' the OS to the new SSD.
That would be a clean install of the OS. And everything else.

A clone from the HDD to the SSD would require the used space to be below the size of the SSD.
How much used space is on this C drive?
How much of that is doc/music/funny cat videos/Steam games?

Solution
You would have to do a fresh installation of windows on the SSD or get a really big one and clone your entire current drive to it. So you will probably have to copy the data to the new hard drive and then do a fresh installation of windows on the SSD. One way around this would be to copy the data you want to the new hard drive then delete it off the old hard drive and then shrink the partition to the same size as the SSD then clone it to the SSD. That is just a couple ideas.

I've used just about 700 gigabytes of storage. The well majority of this is Steam Games, other stuff is school projects and music, as well as a couple programs that I can probably re-download.

A clean install of the OS seems a bit tricky, being that I have a desktop with OEM Windows, and I don't have a recovery disk.

I haven't actually purchased it yet, but I was thinking of a 250 GB SSD. That should be more than enough room for the OS and games that have slower load times. Correct?

OS, applications, and a couple of large games.

So, instead of cloning my HDD, should I instead just install a fresh OS via backup image? I have Windows 8.1.

Windows 8 itself has a built in program for creating images, right?
I think it's the same "File Recovery" as Windows 7.
You'll have to forgive me, I'm not too savvy in OS speak.

I would NOT do it that way.
Going from 1 drive to 2 drives will leave that OS completely confused.

How much total used space is on your current drive?
How much of that is doc/music/funny cat videos/Steam games?

Do you know how I would go about reinstalling a fresh OS on a new SSD in an OEM computer? Without install disks?
