I am struggling to open NVIDIA Control Panel. The Geforce Experience opens, and I have reinstalled drivers using Display Driver Uninstaller (DDU). I am running an AMD build with the AMD FX-8350 with the ASUS NVIDIA Geforce GTX 760.
I would use an uninstaller tool and remove all traces of the program, then reinstall. Also, update your .net framework plus vcreditist 2010. Both of these programs are used with NVIDIA Control Panel. Check and see if NVIDIA Control Panel is starting under Task Manager (It may start, but not display).

Download the latest Nvidia driver , on installation select custom install and check the checkbox that says clean install. Once it is installed check if the control panel comes back.

I already uninstalled using Display Driver Uninstaller. Where could i get updated versions of the .net framework and vcreditist 2010.

My .net framework is updated and Visual CC+ is updated but not 2010. Also NVIDIA Control Panel doesn't start at all.

Hmmm...you marked my answer as a solution. Are you still experiencing the same problem? If so, please click on Nvidia Control Panel and open Task Manager. Look for "nvxdsync.exe" and end this process. Then try reopening the program again. Let me know if this works for you.

This did not work. I did find that under the details tab nvcplui.exe was Suspended, which is the file name of Nvidia Control Panel in the Program Files folder.
Do not restart the nvcplui.exe program, doing so may cause further implications. Have you changed graphics cards recently or upgraded recently to Windows 10?

I mean windows 10 i guess. but not that recently
Im going to guess Windows 10 was the culprit, can you tell me if it stopped working immediately after the upgrade? Many people I know experienced this issue after the upgrade. Anyhow, attempt to reopen Nvidia Control Panel, and then turn OFF "nvxsync.exe".

I dont understand what you mean by turn off. If you mean end the task, then it automatically reopens it.
