ASRock H170 Pro4 UEFI doesn't detect HDD

I recently assembled a PC and I'm positive I did everything right. When I turned it on, everything went well and the UEFI detected all hardware. But when I proceeded to installing Win 10, windows wouldn't detect my HDD. After reading a few forums, I went to repair mode and in >diskpart cleaned the drive using cmd. But after I did this and restarted my UEFI won't detect my HDD no matter what. I tried many things including using a different SATA cable, using different SATA3 ports but still wouldn't detect. I already read a few other forums related to this but nothing helped. I'm totally lost here what do I do?

My MoBo: ASRock H170 Pro4
HDD is WD Blue 1TB

I'm sorry to hear about your detection issues with the WD Blue drive. Have you tried resetting BIOS? If it doesn't help, I'd recommend you check your BIOS settings and make sure you have the latest SATA controller & Chipset drivers installed manually from the motherboard manufacturer's official website.

You should also keep in mind that if you plan to use UEFI boot, you will need to re-initialize your WD Blue in GPT partition table. Here's an MS article that explains it all:
Systems that support UEFI require that boot partition must reside on a GPT disk. Other hard disks can be either MBR or GPT.
