Should I take Dual GTX 960s in SLI or a Single GTX 1070 (GTX 960s are 4G's each)

Hey, I want to upgrade my system and I want to spend around 500 bucks, but for 100 bucks cheaper I could get Dual 960s. What I want to know is which configuration performs best?
