Hi so I was getting 90 c on hw monitor but i switched to a 212 evo and it dropped it down to 75c when doing the heaven test. My question is, is 75 C on full load for my AMD Athlon 860k good or bad. Here is a screenshot. http://imgur.com/52e2aQB

Bad. You don't want temps over 65-70°C on an AMD chip, max. Under full stress from Prime95 or another stress utility. Pretty sure the Heaven benchmark does not provide full stress except to the GPU card.

I'd bet you either have a lack of airflow THROUGH the case, due to fan orientation or lack of fans, or have a bad mount job. It's very easy to go too little or too much on the thermal paste or fail to fully get one of the corners of the mounting system down. Take a read here and try again. Also, don't use HWmonitor. Use either AMD overclock and look at the CPU tab that shows thermal margin (Distance remaining to TJmax) or HWinfo (Run "sensors only"). Even Core Temp is good. Core Temp also offers a setting in it's options to show...

Core Temp also offers a setting in it's options to show thermal margin rather than an actual temperature, which is how AMD thermal readings are supposed to be handled anyhow.

Solution
Yeah, I was in a hurry and on my way out the door this morning. I meant AMD Overdrive, not overclock.

Core Temp: http://www.alcpu.com/CoreTemp/

Those are the utilities I'd recommend to use while running Prime95 version 26.6 on Small FFT for 15 minutes to test thermal compliance:
