Cpu Temps get higher when I'm not running Prime95

On AMD Overdrive I sit at a 45C thermal margin while I'm running Prime95 but when I exit prime95 I get 60C

AMD Overdrive doesn't report temps, it reports thermal margin. So, if you're looking at the readings in Overdrive as temps, you're reading it backward. The numbers go up when you stop Prime95 because you get a higher thermal margin, which means your processor has that much more that it can heat up before you are too hot.
